Community Development Cell (Govt of India Scheme), Phagwara was established in the year 1979 under the management of Ramgrahia Educational Council, Phagwara, with purpose of servicing the of society. It aims at making adults competence to manage their needs. Till date it is working succesfully under the stewardship of Hon'ble Chairman S. Bharpur Singh Bhogal.
